Einführung:

The text does not contain an overall view of the basics of local self government, neither of the whole of its structures, procedures, actor's dispositions and legal instruments nor of all its details as part of the political system of the Federal Republic of Germany. Such an entire description would probably break the limits of this chapter. Instead, two current lines of changes in local government are drawn out, both of them altering the common spirit and the scopes of action in the basement of our political building in a sustainable manner: First, we shall talk about the local administrative reforms, marked by the catchword "New Public Management" (NPM); second, we shall have a look on the ongoing process of Europeanization, that is to say we shall regard the municipal units in their new role as the last link in the chain of implementation of EU law and principles. We will do this from a comparative point of view, because developments are running quite similar in a number of European states. But nevertheless the description is biased on recent German tendencies.
